How to pick a VPS provider in 2026: the 7-question framework

Some prices quoted in this guide are out of date. It is being rebuilt on our price index; for current prices use the comparison pages, which show when each price was checked.

Every "best VPS provider" listicle recommends the same 3-5 providers because affiliate incentives align there. This guide gives the honest picking framework — the seven questions that determine which of the 10 providers we track on StackRates is actually right for your workload.

Prices as of 2026-09-22.

The 7 questions

Answer these in order. Each one narrows the shortlist.

1. Where are your users?

  • EU or US-East / US-West (Ashburn, Hillsboro): Hetzner covers you. Best value.
  • North America broadly (multiple regions): DigitalOcean or Vultr.
  • APAC (Singapore, Tokyo, Sydney, Delhi, Osaka): Vultr or OVHcloud.
  • LATAM (São Paulo, Mexico City): Vultr or OVHcloud.
  • Middle East: OVHcloud.
  • Africa: neither Hetzner nor DO have real coverage. Consider a specialised African VPS provider.

Region proximity determines base latency to your users. Everything else being equal, closer wins.

2. What's your budget per month?

  • Under $5/mo: Hetzner CX22 or UpCloud Starter 1 GB.
  • $5-15/mo: Hetzner CX32, Contabo Cloud VPS 4, or Vultr Regular 4 GB.
  • $15-50/mo: DigitalOcean Basic 4 GB or Vultr Regular 4-8 GB — you're paying for ecosystem now.
  • $50+/mo: DigitalOcean, Vultr, Linode, or dedicated (Hetzner CCX/OVH).

Budget defines the maximum tier you can shop in. Aim for the plan that has 2-3x your steady-state RAM need so you have headroom.

3. Are you technical enough to manage a Linux server?

  • Yes, comfortable with SSH: any VPS works.
  • Somewhat, willing to learn: DigitalOcean (best docs).
  • No, need managed: managed WordPress hosting (Cloudways, Kinsta) or a PaaS (Fly.io, Railway).

DigitalOcean's community tutorials are the best on the internet for learning Linux server administration. If you're mid-skill, pay $2/mo more for the education value.

4. Do you need managed services (Postgres, Redis, Kubernetes)?

  • Yes, and cheap: DigitalOcean. Managed Postgres from $15/mo — 4x cheaper than Linode.
  • Yes, and don't care about price: any of DO / Vultr / Linode.
  • No, self-hosted is fine: Hetzner or Contabo. Cheapest.

Managed services add substantial monthly cost. If your DB is small and you're comfortable running Postgres yourself, self-hosting on a Hetzner box saves $15-100+/mo depending on tier.

5. What's your workload's CPU profile?

  • I/O-bound (most web apps): any provider. Buy for RAM and cost.
  • CPU-bound, single-threaded: Vultr High Frequency or Hetzner CPX (AMD).
  • CPU-bound, multi-threaded: DigitalOcean CPU-Optimized or Hetzner CCX (dedicated).
  • Bursty: shared burstable tier at any provider. DigitalOcean Basic or Hetzner CX.

For 9 out of 10 web workloads, I/O-bound is the answer. Buy the cheapest tier with enough RAM.

6. How much do you actually transfer per month?

  • Under 1 TB: any provider.
  • 1-5 TB: DO or Vultr with $0.01/GB overage. Or Hetzner (20 TB included).
  • 5-20 TB: Hetzner. Only reasonable option economically.
  • 20+ TB: Hetzner + CDN for anything static. Otherwise bare metal.

AWS Lightsail's $0.09/GB overage is dangerous for anything bandwidth-heavy. See our bandwidth analysis.

7. What's your ecosystem lock-in tolerance?

  • AWS-integrated app: AWS Lightsail or EC2. See AWS EC2 vs cloud VPS.
  • Plan to move to Cloudways later: DigitalOcean. Cloudways runs mostly on DO.
  • Multi-cloud / no lock-in: any provider. Hetzner is the most "portable" — pure Linux, no proprietary services.

Lock-in isn't inherently bad. AWS lock-in is worth it if you use AWS services heavily. It's not worth it if you just wanted a VPS.

The decision tree

Working through the questions:

  • Question 1 narrows to a regional shortlist.
  • Question 2 narrows to a tier.
  • Question 3 determines managed vs unmanaged.
  • Question 4 further narrows if you need managed services.
  • Question 5 determines CPU tier.
  • Question 6 may push you to a specific bandwidth-friendly provider.
  • Question 7 may pull you toward a specific ecosystem.

Worked examples

Indie developer building a small SaaS

  • Region: EU or US, doesn't matter much.
  • Budget: $10/mo.
  • Technical: yes.
  • Managed services: not needed.
  • CPU: I/O-bound.
  • Transfer: under 1 TB.
  • Lock-in: no.

Answer: Hetzner CX22 at $4.60/mo.

Non-technical founder running a business WordPress site

  • Region: US.
  • Budget: $30/mo.
  • Technical: no.
  • Managed services: implicit (WordPress managed).
  • CPU: I/O-bound.
  • Transfer: under 1 TB.
  • Lock-in: OK with WordPress specifically.

Answer: Cloudways DO 2 GB at $28/mo + Cloudflare Enterprise add-on.

Global consumer app with users in APAC and LATAM

  • Region: Vultr wins on coverage.
  • Budget: $40/mo.
  • Technical: yes.
  • Managed services: yes (managed Postgres).
  • CPU: I/O-bound.
  • Transfer: 2-3 TB.
  • Lock-in: multi-cloud tolerant.

Answer: Vultr Regular 4 GB in multiple regions + DO Managed Postgres.

CI/CD runner farm

  • Region: irrelevant (internal).
  • Budget: $30/mo.
  • Technical: yes.
  • Managed services: no.
  • CPU: bursty compute-heavy.
  • Transfer: significant (Docker pulls).
  • Lock-in: no.

Answer: Hetzner CX32 or CPX31 for CPU consistency, 20 TB included transfer.

Personal Discord bot

  • Region: doesn't matter for a bot.
  • Budget: under $5/mo.
  • Technical: yes.
  • Managed services: no.
  • CPU: minimal.
  • Transfer: minimal.
  • Lock-in: no.

Answer: Hetzner CX22 at $4.60/mo. Overkill in a good way.

What you should not do

  • Don't pick by "which VPS is best" listicles. They're affiliate-driven.
  • Don't over-buy for future traffic. Cloud VPS resizes in minutes.
  • Don't under-buy for RAM. OOM restarts are worse than $2/mo.
  • Don't pick by brand recognition. AWS is a great cloud; it's an expensive VPS.
